Integrated Management System

Safety, Quality and Security both physical and information security, are the purpose of our existence and we pay special attention to it. We have implemented the integrated management system concept with an emphasis on safety, quality, security and environmental protection, enabling the process approach in day-to-day operations, in accordance with high international standards and regulatory requirements.

Management systems are a prerequisite for efficient service provision and quality activity process management. Beside the Safety Management System, which is of particular importance, Albcontrol  have implemented Quality Management System in accordance with the ISO 9001 international standard requirements, Environmental Management System in accordance with the ISO 14001 international standard requirements, Occupational Health and Safety Management System in accordance  with the ISO 45001 international  standard requirements, Security Management System, Information Security Management System in accordance with the ISO 27001, as well as continuously monitoring compliance with applicable regulatory requirement though implementation of Compliance Monitoring Function.

 

Safety

In our activity, air traffic safety is the most important and we manage it through the Safety Management System. The System involves these activities aimed at constantly raising the level of safety: collecting information on and analyzing safety occurrences, identifying hazards and assessing risks, conducting safety surveys, promotion of safety culture, continuous staff training etc.

In the SMS domain, we apply the Single European Sky legal framework standards and requirements, using Commission Implementing Regulation (EU) 2017/373 transposed by  the Order of the Minister of Infrastructure and Energy No. 193, dated 06.10.2022 “On the Approval of the Regulation on “Laying Down Common Requirements for Providers of Air Traffic Management/Air Navigation Services and Other Air Traffic Management Network Functions and Their Oversight”” as the main reference document, and at the same time, we comply  with all applicable international and national regulations. The results of safety maturity studies over the last few years show our continuous improvement, reflecting our effort to improve the SMS and achieve as high air traffic safety level as possible.  

Quality (ISO 9001:2015)

We have implemented and documented a Quality Management System (QMS), which we apply and maintain and for which we are certified in compliance with the ISO 9001:2015 international standard requirements. The Management ensures, by means of the Quality Policy, that user’s requirements are identified and met, in order to increase their measurable satisfaction. The quality of our services is guaranteed through the integrated QMS, which is periodically reviewed and assessed for its long-term suitability, effectiveness and efficiency.
Pursuant to its Policy, Albcontrol applies the Occupational Health and Safety (OHS) according to the ISO 45001:2018 standard, as part of the risk management strategy for the protection of employees and assets in accordance with the relevant laws. ISO 45001:2018 certification promotes a safe and healthy work environment through a framework for the continuous identification and assessment of all health and safety risks. It also promotes reducing the potential risk of incidents, as well as complying with legal requirements and improving overall performance.

Quality (ISO 9001:2015)

Occupational Health and Safety (ISO 45001:2018)

Pursuant to its Policy, ALBCONTROL applies the Occupational Health and Safety Management System (OHS) according to the ISO 45001:2018 standard, as part of the risk management strategy for the protection of employees and assets in accordance with the relevant laws. ISO 45001:2018 certification promotes a safe and healthy work environment through a framework for the continuous identification and assessment of all health and safety risks. It also promotes reducing the potential risk of incidents, as well as complying with legal requirements and improving overall performance.

Information Technology Service Management System (ISO 20000-1:2018)

Albcontrol operates in accordance with the requirements of the ISO 20000-1 standard on the management of information technology services, which mandates the creation and maintenance of an effective IT service management system in line with international best practices, ensuring reliable delivery, safe and efficient air navigation services. Our focus is on continuous improvement to meet regulatory requirements and provide high quality IT services to support the aviation industry prioritizing operational safety as well as the safety and satisfaction of our airspace users.

Security

Our Security Management System (SecMS) ensures the security of employees and other persons in our premises, the security of facilities, technical devices and equipment, to prevent unlawful interference with service provision. We also protect activity data which we receive, produce or in any other way use, in order that the access to that data is restricted to authorized persons only. SecMS supports airspace and airport security, as regulated by the National Civil Aviation Security Program, and it plays an important role in creating plans for service provision continuity and recovery. The aim of the System is prevention and acting in accordance with the Security Policy, whereby the introduced measures must not slow down or otherwise harm our core activity processes.
We recognize the importance of environmental protection, so we endeavor to reduce the negative impact on the environment by providing safe and quality air navigation services, guided by regulations and international guidelines. The main environmental protection objectives in air navigation are to reduce: the number of people affected by noise as a result of aircraft movements, the impact of aviation emissions on the level of local pollution and the impact of aviation on greenhouse gas emissions and climate change. Our Environmental Management System (EMS) also cover other environmental aspects. We are ISO 14001:2015 certified, and have defined the Environmental Management Policy, to ensure the identification and management of environmental risks in a systematic way.

Information Security (ISO 27001:2013)

Albcontrol is fully committed to safeguarding the confidentiality, integrity, and availability of all its physical and electronic information assets. Through structured processes, defined procedures, and continuous monitoring, we ensure that regulatory, operational, and contractual requirements are consistently met. Our approach includes risk assessment, access control, staff training, and incident management, highlighting the critical importance of information security in protecting institutional data and supporting safe and reliable air navigation services.

Compliance Monitoring

Albcontrol promotes reliable, safe, quality activities, with standards and efficient administration, operational and technical in support of the provision of air navigation services and managerial services throughout the airspace of the Republic of Albania.

All activities carried out at Albcontrol are and will be in conformity and in accordance with national and international rules, regulations, requirements and standards.

We have established a compliance monitoring function pursuant to the requirements of Commission Implementing Regulation (EU) 2017/373 transposed by the Order of the Minister of Infrastructure and Energy No. 193, dated 06.10.2022 “On the Approval of the Regulation on Laying Down Common Requirements for Providers of Air Traffic Management/Air Navigation Services and Other Air Traffic Management Network Functions and Their Oversight”. This function enables responsible and systematic monitoring of our compliance with applicable national and international regulations, standards and guidelines and provides periodic information and reports to Albcontrol’s senior management staff regarding compliance with regulatory requirements.
